Not sure where you get your info, but at least here in the US, I think most big brands have nearly replaced the so called "microsites" for facebook fan/ business pages.
I think as a business you should be on both, but if for some reason you can only choose one, well facebook is ranked as 5th most visited site in the world, twitter is ranked as 75th, you'll be loosing a huge part of your audience.
Either way, there are already studies coming up that state that social media does not really work as efficient as everyone thinks, and that the relations you build with customers and/ or fans are meaningless and forgettable, and do not influence emotional impulses or buying behaviors.
I can't remember where I read this, but it was fairly recent.

I personally feel Facebook pages are useful for consumer-facing companies.
A design agency simply doesn't have that much interaction with your everyday Facebooker. A Twitter account would be much more successful in generating business.
I'm a big twitter fan but I constantly find out about awesome design agencies through it. I haven't found a new agency to look at through Facebook once.

I think Facebook pages are great for product exposure - A new movie/TV show/clothing line should definitely have an FB page for all the 'likes' exposure. How many people check their Facebook account to see what design agencies their friends like? How many people specify 'Poke London' as a like on Facebook.
The exposure agencies get through Facebook is predominantly through people posting links to the company sites as opposed to a Facebook page.

Its all about that "presence", next time they think about getting work done they will at least think of you if they follow your page. People live on Facebook!
