I've drawn two rounded boxes in photoshop. Can I merge them in to one vector?

isn't that what illustrator is for?

Ye, select one of the shapes with the Path Selection Tool (A). Copy it. then select the other shape with the A arrow. then paste.

now, one step further, how do I combine the paths?

Select them both now there in the same layer. and up the top where it has the knock out options. there is a button that says combine. as long as you have the A arrow selected.
