I've been looking for awhile and I cannot find a decent online PDF viewer that has a pop-up function. Anyone know of some good sites that offer this?

you mean like google docs?

maybe issuu? technically flash and not pdf, but you can import pdfs.

^ ya issuu works.. just embed the swf in a popup
