i know it used to be 650px if you were desiging for a 1024x768 res but is that still the case now
if not how much can i go down to ?

I made a major schoolboy error on a site I'm working on now - made it a JQ accordion/collapsing one pager, with additional content loading in on the click of a section. I was thinking in terms of compliance with desktops and iPhone/pad full screen zooms.
'User tested' it at the weekend, on a friend's Widescreen laptop - it cut off all the nav elements I'd made so much effort to highlight. Friends didn't quite work it out (I'm tempted to say they're stupid, but they're my best friends and it's clearly my fault, so)... back to the drawing board.
Point is - there is a fold, there will always be a fold and at the moment, I'm deriving it from netbook classes.

The most popular resolution is still 1024x768 and the standard laptop is close at 1280x800. Take it from there.

browsers seem to be getting wider and shorter. i try and keep everything within 600 before scrolling.

same here, 600px, max. 690px.

768px - although the only thing that needs to be above the fold in reality is the main navigational elements, and the most informative piece of information about the site's purpose etc.
