ok so i've come across a couple of these in the past month and i'm puzzled; what are they?
about 100x200mm v.thin plastic coated metal. printed to look distressed stuck to street corner walls about 8-9 feet up around London's South Bank. they look like mini street signs. i wonder what they say? call me a heathen but I prefer the term 'clepto'
anyone care to translate?

i think the first one says 5-2 and the other 12-1, but not sure.....

wild guess: there was this article about a informal chinese overland bus service in north america, basically a super cheap shuttle service between the chinatowns of major cities, like new york - toronto and so forth. maybe this is signage for the uk equivalent...
