i run cs5 on windows 7 and i don't have any problems like that...

try this:
Edit > Preferences > Performance
mess with the "Enable OpenGL Drawing" option - that might do the trick for you.

If turning off the OpenGL drawing option fixed it, you probably need to check your graphics card driver - something's out of whack there.

Definitely. Turn off Open GL if you don't have an aftermarket graphics card. It'll lighten up your Photoshop performance. It'll feel snappy like Photoshop 5.5. You'd need an GTX 285 or Quadro FX card otherwise. Stock cards won't do.
