I find it very odd that he just happened to live right fucking next to the IRS building.

You can visit Joe Stack's neighborhood and look around. It's a pretty nice neighborhood. But not only did he live near the IRS building. He had to probably drive a 20-30 minutes to the airport and then come back down by plane after burning down his house.
