Otherwise, yeah I figured it might involve just monkeying around with some fractal noise, but wanted to see if there was a tried and true formula.

you're trying to match grain and noise inherent in the camera?
if you have access to the camera, you might try just shooting with the lens cap on and overlaying that over your video in after effects.
digitally there was a great plug in years ago that mimicked jpg compressions at varying degrees. keyframeable too as i recall. you might also have a play with an adjustment layer with fractal noise and try to dial in the noise structure of the camera.

Anyone have any resources/tuts on replicating the pixelation or distortion in SD video?
I've done some sky replacement and minor set extensions using some stills with some 720x480 footage, but want to "degrade" the quality of the stills to match the footage.
Any ideas? thx
