To be fair I do not think that would work.
If I was looking for a developer to build some of my sites I would like them to hit the ground running.
Unless you mean like a business partner then he should look for someone fresh outta college too... i.e a junior

craigslist. check surrounding cities too. there's almost always someone looking for a small website and if he has a good designer they can build a portfolio pretty quick that way. maybe be willing to work for free at first, if necessary. just get some jobs in and finish them so he has something to show to get bigger jobs
- The problem I think he's running into is _finding_ that designer. Which is why I was asking here.sublocked

He's really just looking to get his foot in the door and make a little cash - so the craigslist route might be good. Right now he's working a job not in the industry and wants to break in.
