t-shirts....
i know this may be a terribly dumb question-- but i'm doing a t-shirt design that is a series of line drawings (so very delicate lines that need to be printed properly) that need to be white, as they will be printed on a black tee.
how do i set my file up?

color wise-- am i literally making the drawings white?

you do your drawing in black, they will print it in white

if 1 color, provide black filled vector along with mock preview of finished art on shirt for reference along with a note the ink is to be white. if you are doing multiple colors and white is one of them, specify a pantone for the printer to use as that color plate, sometimes screen printers forget to print white if you don't set it up for their system. communicate.

just give the print guys a call.
if it's getting screen printed it won't really matter what colour you use.
ie. Can tell the print guys the black = white ink, red = fluoro pink ink
