How do you decide when to raise rates?

I'm looking for a new gig. I'll be raising my rate next time only because my last rate was so low. I'm new at this. I've been full time 98% of the last 15 years.

I raise my freelancing rates at the beginning of every year ... between 5% - 10%
But I have a full time job, so my freelance is only 10-20hrs/wk. right now.

If you're talking freelance....
When you have so much work being thrown at you that you can afford to raise rates on clients and play with the competition.
Personally, I like to keep slightly above average rates and not have to ever stress about not having work.

^^ What fyoucher1 said. I think it depends largely upon the demand for your services. If it's there, go for it (delicately, of course). ;)

While I think what others said here regarding current economic times its true, in reality your rates don't depend on your talent, your experience, or the amount of services you can provide.
It only depends on your work demand, if you have more work you can handle, you are not charging enough. And if you don't have any work, then you need to lower your prices.

Are you talking about your freelance rates?
I think as you get better you can probably increase your rates. Alternatively you could get more work at the same rate and try to employ somebody to help you out.
