How would you find freelance gigs in a new city, where you don't know anyone? Previous working connections don't help either, and you want to work for agencies (we currently have to cut the costs and don't work with freelancers) and direct clients (what was your name again?).

i'd put together an interesting promotion - card, poster, whatever and also a promo website - small, work and capabilities overview. then blanket barrage the agencies and studios. they can see work and details on the poster / promo and then if they want take a look at the site for more work examples. contact details on both.
it's probably a good idea to call around first and ask who would be the right person to send the stuff to.
then a few days after start hitting the pavement - shaking hands, kissing babies, whatever.
that's what i'd do as a start.
