This effect of a drop shadow.
Could it be done with a just a jpg image
on a {background-color: #AAAAAA;}Or would I have to create the jpg with an effect
and a background in ps and bring the entire image in.does this make sense?

No, I think you'd have to do it in PS. BUT, I don't keep up on javascript so much, there might be something there that will do soft shadows.

Now that I understand which dropshadow you mean, here's my tip:
Just create it with graphics. It'll be easier to keep consistent and it'll work in all browsers.

make an image with the shadow and slice it into 3 bits, top edge, bottom edge, and a center bit that will repeat.

I only suggest doing it as a graphic because the idea of a drop shadow as mark-up makes me feel hollow and nihilistic.

Eventually all this stuff will move to markup. Image based dropshadow is just filling in the gaps of a patchwork system.
