I don't have access to Genuine Fractals at the moment. What's the best way to enlarge an image about 400%?
Any tips and or PS actions would be appreciated.

photoshop .. . look under Image > Image Size,
Put your dimension and DPI & Select Bicubic Smoother.Go into Filter > Sharpen ... Play around.

There's a trial of GF available on their site. You might want to give that a go if you're desperate. I think it watermarks the work, though.

I've played around with duplicating layers from both an original enlarged state, and a Gaussian blurred state (to remove artifacting) and adding a high pass filters to them. Then applying overlay blending modes and varied opacity, on top of a base image that is also Gaussian blurred to remove the artifacting. The layers that are given a high pass then overlay are mostly to bring the edges back out smoothly. I mean it is a lot of experimenting, if you can get software that does this for you I would suggest going for that.
