I am new to html and css,
1. Is it OK to use just div's to build a site?
2. Should i be using tables?
3. If it is OK to use just div's can i position them over the top of each other like layers?Much obliged :-)

1. yes
2. tables are for specific things, you shouldn't use them to build a site any more and if you do keep the formatting in the CSS.
3. Yes, using z-index you can position divs over other divs but earlier browers can sometimes throw a wobbly over this.
