Looking for Web Designer Freelancers

Looking to expand because of some recent new business. Specifically looking for people with these skill-sets:
- Strong understanding of UI principles and usability
- Strong design fundamentals (especially typography)
- Can code valid, semantic HTML/CSS by hand
- Strong understanding of applications and frameworks (preferably experience with Rails or equivalent PHP Frameworks)
- Does not get scared when using terminal (can install rails and run an app, run subversion/git, etc)
- Strong understanding and experience using CMS's (Expression Engine, Wordpress, Drupal, etc)Nice to Have:
- JS and relevant frameworks
- iPhone and Android experience
- Copywriting experience
- Site planning and architecture experience (wire-framing and site maps)We're looking to try a couple people out on retainer (30 - 60 hours) first and see how things work out.

Those are very rare and usually they are expensive.
If you do find one close to it, that person tends to skew toward one another.

Yep, can be remote. I understand the costs as well.
I'm not looking for someone who can literally code in Rails, just someone who has worked on actual apps and is familiar with how everything works. I just don't need a designer who's completely removed from that process and doesn't have a need or want to understand what's going on beyond their own work.

I think most designers understand that but its very different from doing it all versus understanding the limitations.

Also, you are never going to get the product which is finely tuned. It will always be missing something or sloopy.

Sorry, if you have a strong designer who does programming, the programming work wont be as good as if you had a good programmer to do it. Vice versa.
I mean you guys do web stuff mainly (right?) you should know all this.

I think we're on the same page. And I don't expect someone to necessarily do both it's just that I need someone who's had experience in that environment which usually means they've programmed a bit. We usually work with some heavy duty dev teams and the designer will have to know a lot of technical things that scare most causal web designers in order to do well.
I think I should've described "strong understanding" better in the description up top. It's more "comfortable" with those things than anything else I suppose. But thanks for pointing that out though, I guess should've phrased it all better.

Indeed, I think it is essential for a designer to understand the limitation and working of the technology. I think most interactive designers are that way. Some program some do flash some do html etc.
