Well previously there were royalty rules but it was semi-affordable - somewhere in the ballpark of 1-2k per year, plus royalties for songs played.
This is a total shakedown though.

Pandora www.pandora.com was the other partner in negotiating this BTW. So it allows them to continue on, while the little guy gets priced out of the business.

so lets say I am working , and I have my playlist on , and some one says hay turn that up, and then 3, 4, 12 people gather and they are all like , that is the best playlist ever , and hence forth i become the office DJ , will I be fined for broadcasting my music ?
how is this any different to making it available online ? those sons of bitches

Man, that's outrageous. If I found out I was playing my own music without without registering I'd sue myself for every stinking penny I've got . . .er.

ah - easy, don't actually broadcast the music...
Give everyone a hash key and broadcast encrypted noise..Or something.
Or just broadcast a 'copy' of the music, not the actual music itself.
