I'm looking to accomplish the below:
Without the use of frames. Does anyone have a suggestion for a solution (or array of solutions/hacks) that will accomplish the following:
1) Keep flash movie at the top of the page
2) Enable reloading content below the flash movie without flash movie reloading
3) Enable browser forward/back buttons
4) Enable bookmarking of specific page content
5) Enable SEO and spidering of all pages without "This site contains frames" or unindexable pages
6) Enable nav bar to dropdown over scrollable area
7) Restrict scrollable area to content below navigation
8) Enable collapse of flash movieObviously, I could use a frameset, but this would screw up SEO, forward/back, bookmarking and is reliant on a dying/dead technology. I'd love some mix of scrollable divs, AJAX loading, SWFAddress (for AJAX) or something alike to ensure that all the above is accomplished.
Anyone see/do this before?

yes, you are on the right track.
You will want to use ajax to load the content and something like swfaddress to give each a unique URL.
We did something not unlike this recently.don't overthink it. you know what to do.

What would be better? content loaded into scrollable divs with AJAX, or content loaded into iFrames with targets? My developer thinks it'll be better/easier if we use the latter, but I like the former.

doable.you dont need ajax.

if you want to show the different content from each menu,this content can just be hidden in the same page, you can use jquery to give all the fanciness like active links(link selected is bold for example)

there are many ways, you can also use php in conjunction with jquery,php could only redraw a defined part of your page(like everything below the header).
