A good ad agency can be a cool place, as you design things based on a strategy, a target audience, and things like business goals... what a concept(!) Yes, there are good account people, and they sometimes even help sell your ideas to the client....
BUT a bad agency sees every client interaction as a way to kiss the clients behind and get the design/code staff to just do whatever the client randomly asked for a minute ago...
AND a being in a design shop working subcontract for a good agency can be cool, but being in a design shop working subcontract for a bad agency is even worse than working in a bad agency, as you hear everything third or fourth hand and everyone is stressed and nobody has a backbone....

Ad agency may be higher on the totem pole.... but yes, more powerpoint jockeys.... and people trying insanely hard to win awards....
Design agency meetings sometimes devolve into taste arguments....but usually less stressful, as budgets are not so huge...
Smart ad agencies always start talking strategy and target market when clients have random ideas or start wanting the logo bigger,etc....
