what happens when there is no place to put a plate on a front bumper? I heard that in europe they paint the tag onto the hood.

Funnily enough, they make bumpers for the European market.

someone I know rented a mazda and there was no space on the front bumper for a plate. They just kept the plate on the dash. seems pretty ghetto.

The law here (PT) demands that when the structure of the vehicle does not allow to place plates BOTH in front or back (funny enough the law says "should" instead of "must") you have to require an adaptation kit (probably a holder of some kind). Most likely, car that cannot hold license plates will not be "homologated" by EU standards in the first place.

Anyway - there's a license plate chip coming soon, so probably some rules will be altered.

in belgium you don't have to have a front one..
the back one is the official one with all the marks with date etc..I think..
