I have docs I've made in indesign cs3 and 4. If I print at home they print true black just on an inkjet. If I send them to a printers they never quite get to black, just a dark charcoal grey. Is this something I'm doing wrong or them trying to save ink?!

Could you provide the CMYK values for your particular black?

Two ideas:
1
Check your "Appearances of Black" Preference pane in INDD and AI. Depending on how you have it set, you'll get varying results upon conversion.
2
Check your home inkjet calibration. Odds favor that the print agency is well calibrated and accurate and your inkjet settings could be suspect.
