This is what I want
This Is what I have:
I can't find an option where I could add a white line between my cellfill, and the cell line (black)
any suggestions? :p

i'd add an underline in the character styles and make it the proper line-height and position as to be a box. i don't know that you can stroke the inside of a cell as you want to.

Make a big fat grey rule above under your text, play with the offset of the rule to center on your text.
