No that I know of, but you might be able to get what you want with a combo of Noise, CorssHatching effects, and layers of bluish gels.

scratched metal will look like ice if you adjust the colors.. maybe you can find a plugin / filter for that

I wanted to create ice shards during the summer once, and through trial and error, and tons of frustration, I found a solution.
Gelatin. Mix up a batch of it, unflavored, with a drop of blue food coloring and cool it in thin layers on a baking sheet. Tear it into pieces and it looks almost like broken glass, or sheets of ice. If you lay pieces over aluminum foil or other metal surfaces, the effects get really cool, with bubbles n' shit.
Ok, another one of my secrets has been shared. If you use or attempt this technique, I'd be curious to see the results. Enjoy.
