how many agencies seek designers out rather than throwing up ads for jobs? I would look for the best designers and hire them.

when i was looking for work, i posted my port on creative hotlist.
got a decent amount of calls.

my industry is pretty small (probably a couple thousand total) and the ones that stand out all know each other. so when one quits or moves someplace else we all know about it. we sometimes will just contact them and give them an offer, but this is generally for very solid art director positions.
as for regular designers, we get about 20 resumes a day. we usually will go through those unless one of us recommends someone they know

we always seek them out ourselves... we've gotten some great people through posts too, of course, but often we have better luck when we track the people down ourselves...
