how important do you think these are / how elaborate should they be ?
short and sweet and let your resume and work do the talking ?

They are very important. Be casual make each one custom do not just copy and paste each time sucka. Use words like me and you.

This has actually been a point of contention with some friends and myself. Is it better to come off strong framed, like they would be lucky to have you work there, or is it better to sound like you really want the job.
I can see merits in both.

from some people I have talked to alot of people right out of school have the what can you do for me mentality and showing that is not exactly your best foot forward.
I think that being humble yet confident and instead of talking about how great you are, perhaps just talk about what you have done. its about the work, not you.

jgrillo is right, the cover letter is a chance to tell your story and mention those things that look terrible on an actual résumé, such as skills, an objective, etc...
It's also a great opportunity to show that you can write effectively.
