It just gives cops an even easier reason to justify an on the spot search/interrogation. Since if they witness someone snapping pics, they're obviously in the vicinity and now they can say that they suspect you may have snapped a pic with them in it.... so lets take a look there.

Well, thats gonna be a pain in the arse. Knowing this, even if you're taking a photo of one of them in frame, they're gonna give you some serious hassle if it wasn't your intent to take a photo of them.
