Ok, I'll try to explain but it'll probably take a few tries...
I have a web page. Two rows that have fixed width. The top row has a background image. The top row is about 400 pixels in height. The background image is 800 pixels in height. I want to be able to expand the top row in case someone expands the text size through their browser setting (as if the font size were increasing) and expose the background image as the text size increases.
Does that make sense? I can't seem to get it working. Does anyone know of any working examples?

I'd post the web page, but it's on a dev server and it would be a royal pain in the ass to move every last file to show you what i mean.

CSS min-height property
hack to get it to work in IE back to 6:

yeah, you want the text to set the height, so float the text element inside the floating container.
add whatever padding you need to make it about 400px in height. Then, as the text increases in size, its container will too.
