I know what you mean, and makes a lot of sense. The thing is, this is an independent/new model and needs to market herself, so decided it would show initiative to get a site/online portfolio, which also makes it easier for her to email to clients instead of having a slow agent submit her book or link.
Plus, through the magic of a very charming, distinguished and ridiculous handsome creative team, clients will get a better impression...

The main reason why most models do not have their own site is because the agency would lose exclusivity. If there is a line of communication, it opens doors to lots of legal issues such exclusive rights.
Independent models rarely get any good work due to lack of reason. No casting director will use an independent models since models ALWAYS flake out. And it is the agency's job to prep / educate / control the 16-20 year old girls.
Girls who publicize themselves usually get a representation after they get famous.
You NEVER book a girl from just looking at portfolio online. It is always face to face. The main reason is few things. Looking at their skin / posture / walk and most importantly their personality and attitude. Modeling is 90% personality amongst the 5% of population who are deemed model quality.

One more thing..
It makes it easy for cast director to talk to 5 agencies and get 30 girls rather then juggling 30 girls independently.
