On Speedtest.net I've got a DL speed of 1270kb/s, which is rather boner-worthy given my loacation, but when downloading a torrent can't get higher than 2kb/s.ISP tells me my connection is fine.
Using Vuse as a DL Client.
Suggestions?

uTorrent/Transmission. Vuse sucks
Force encryption

Make sure the corresponding port on your router is forwarded if it doesn't support uPnP, even if it does, it doesn't work occasionally

Also, limit your upload speed to about half your capable upload speed otherwise it'll be sucking all your download potential

Whats your ISP btw, some of them throttle torrent traffic

Port forwarding on your router interface will make a huge difference. As kalkal said some ISPs also throttle p2p-specific ports across their network, as it saturates bandwidth and makes the user experience worse for everyone.
You're in Australia, so the best place to get this information is from the SuperNerds at whirlpool.net.au.
There's also the chance that the torrent you want is on a tracker that requires registration. If you don't register via a website then restart your bittorrent app, it can run like shit. If you do register, you get ludicrous speeds.

There's also a chance that people just aren't seeding. Bastards
