Mike,
If you're aligning to the baseline grid and mucking about with your leading you won't see any difference unless the leading change is enough to tip it to the next baseline.
The same is the case if you're playing with your paragraph padding (ie 'space after' in your paragraph panel / paragraph rules).

What I need is to jump every horizontal line (baseline)
Thats all..
With leading or p. space after it jumps more than one at a time!

Alright,
1) If you want to strictly align to your grid, turn that on via prefs.
2) Do some math, you'll have to figure out what your grid-spacing is going to be; 12pt, 18pt, whatever.
3) Once you know what you want for your grid, then your leading and/or pgraph spacing will be a factor of your grid-spacing — so if you've got a grid-line every 18pt, then your padding-after will be 18pt, or 26pt, etc.
4) Possibly do what airey suggests.- how dare you include actual facts in this conversation...airey

in your style sheets under the alignment tab where it says align to baseline grid, make sure the pulldown is set to "first line only".
