On Photoshop CS4 there is a fucking moronic bug where the canvas can get stuck at 359.9º rotation if you spin it all the round using the rotate tool and shift. The reading at the top will say 0º but the canvas will be anti-aliasing the pixels and other bullshit.
Make sure you press the reset view button- There is patch you can download to disable this.********

I believe you get fractional pixels using Vector shape tool. Regardless of what you do when you rasterize it, it will be whole pixels. The 0.2 would be translated in the pixel with either same color in alpha as blur line etc.
When using vector shape tool, use it in 100% view as it would draw in 1by1. If you draw in other zoom, it will start to move a bit, hence creating the decimal. You can fix this buy zooming in to the line and getting the vector shape line to have clean edge.
This at least has been a decimal point shape in PS for me.

^You have to set the option to snap to pixels with the vector shape tool.
