What is this technique called (top left)?

It's kind of hard to tell if it's one or the other or maybe both?

yep. Deboss + Varnish or something.
Not too sure what this exact result/process is called though.

although if debossed the impression would be visible on the reverse side...
might be hot stamped with a black or clear foil or something. or maybe hot stamped with no foil? looks like its a custom black card stock which means teh white text would probably be a foil too.

oh yes clicking on image reveals more detail and i'd say definitely foil text... looks like silver metallic.
which would lead me to believe the logo is also hot-stamped.

Nope.
There's deboss that is not visible at all on the other side.
I think they use the term "thermo something" mixed with the deboss thing.Just had in my hands something like this. Extremely heavy stock no traces of debossing on back side. Looked rather expensive.
