Most reputable printers will do die-cut, foil, spot/match-plates, metallic inks, and so on....

Engraving, embossing, die cut, foil stamping, etc.
FYI any half-decent lithographer in the world can do die cutting and metallic inks. Lithography itself is built on the usage of spot color, even crappy lithographers use spot colors every day. That just means they use Pantone inks or some other standard.

It depends entirely on:
a) type of project
b) quantity
c) desired printing techniques, or at least some options

Exactly.
And whilst you say you'll ship it anywhere... if you're half-serious about any given project you'll likely want to be a bit closer to your printer for meetings, samples, press-approval, etc — unless you're planning on flying a lot.

Some printers will be willing to ship press proofs to you. You should at the very least keep it in the same country.

rryyaan if you're in NYC why would you ship around the world.. ? go local whenever possible.
build a relationship with a local printer so you can talk to them face to face, feel paper samples, and be there to proof samples.
not to mention the old "carbon footprint" argument.
