well it depends on what blog-engine you use.
i'd recommend wordpress but there are other good ones. text-pattern, movable type. etc etc.

blogger's not the best choice in my experience. great tool but the least expansive as far as options and theme skinning.

it's all personal choice but after plenty of experience with blogger, text pattern, type pad and others i've settled on wordpress.
since about version 2 it's just got better and better. easy to skin, some really good commercial themes and a huge community.
the plugins available - for nothing - offer some great tools.
also, in my experience it's best to pony up some coin for commercial themes as many of the freebies i've used and tried to expand have been more hassle than they were worth.
just my 2 cents.
any other peeps experience with other tools would be useful here to give a balanced view.

also, since about version 2.5 it's become really usable as a CMS solution which is great.

also, the above comments are based on hosting the blogs / sites myself and managing the databases myself (through a mediatemple account). i've no idea what hosting with the free account offers in the way of support and expandability. worth noting i thought.
