I'm a little rusty on cross-browser compatibility.
Why does Firefox insist on inserting this 10pxish stripe in my header? (It's #666, the bgcolor). I've tweaked every margin and pad style, but it won't shoo. Any pointers?

So Firefox interprets margins not at all the way Safari does?
Seems like the body bgcolor should be showing in stripes everywhere, since most elements have margins. What's unique about that one?

The deal is that you have that NAV comment in there. Try making a proper comment <!-- --> instead of using a handful of dashes.
If you change the body background color you will see that the <!----- NAV ------> is rendering as text.
