Hello
i am thinking of starting to use basic ssi in my html like so:
<!--#include file="includes/nav.html" -->
I've read some stuff online but i wondered how widely this was used in static html pages? are there any real issues? i have read conflicting arguements on wether google etc will penalise you for having an .shtml file format.

Why would shtml make a difference?

use php instead
<?php include 'youfile.html'; ?>

use virtual= instead of file and reference from your sites root i.e. virtual="/includes/footer.htm" that way you can have stuff in directories (makes it a pain to navigate locally tho)
and no theres no penalties for shtml
