what would possess someone to copy something so well known so badly? why would a designer do something like that? what happen to originality?

A very unrealistic image:
I'm not talking about the planet thing, or the light shooting out of the pyramid. I'm talking about zoning and building ordinances. What town building dept. in their right mind would allow the construction of an Aztec pyramid so close to what are clearly office buildings or industrial structures. Not happenin.
