A section of road in california has had groooves cut into the road so that when cars ride over it - it plays the William Tell overture - a bit like a needle going over vinyl!

I love how easily irked Brits are about the whole English/American language thing.
On-topic though...
1. it sounds like god awful crap on the video provided. I would never be able to guess that it was even a tune, much less that it was the William Tell overture.
2. Its actually nothing like a stylus gliding over a record. A stylus follows a groove, the car cuts across the grooves at 90º. Its more like knocking the stylus by mistake. That's what it sounds like too.
