I've got CS2 and OSX 10.5 running on my 1.5 powerbook G4, and its fine...just max out the RAM and you'll be sorted.

Perhaps it will run on a G4 without problems, but once you wan't to go to CS4 no chance, new Apple apps no chance. Everything is now being developed only for the Intel macs.
So i would rather invest 200,- more and next time you won't to upgrade to a new software you don't have to buy the software and a new mac.

I dunno man that is pretty cheap. I think your best chances are to comb craigslist or similar sites and get lucky on finding a really good deal...or buy a Mac that someone will sell cheap because it has issues and fix it.
I have a friend who got a brand new MacBook Pro for like $400 because it was "broken" and was able to fix it in about 30 minutes. Best of luck. On your budget you may be better off going with a PC laptop, you can get some pretty nice setups these days for really cheap. Doesn't help you much if you own CS3 or other expensive programs on Mac though.

maxed out ram and a faster HD will do wonders

Think I'm gonna go with nigo's suggestion and get myself a powerbook G4, they seem to be going for about £400, so I'll get one of them and up the ram.
Don't need to be running the latest system etc on them, CS2 works just dandy, and I'll mainly be using it for logos etc in Illustrator, which you can save out backwards and forwards between newer systems so thats all good.
Looking forward to being able to work in bed...

Have you checked out Apple refurbs?

not sure if CS2 would run very nicely on an old G4. A MacBook 13" starts at 699,- so either spend a little more or get the older version. I'd think that would be the best solution and make sure to get one that can have max. 4 GB RAM.
- CS3 runs fine on a PPC G4. Just make sure that you max out the RAM.pylon

If you're going to run CS2 I wouldn't bother with anything other than an intel based mac.
