If its for a gov site, got to say 800x600 don't think they would be up for some users getting a poorer expirence. Make it liquid, or add alternative style steet option for 800x600, then let the user decide.

Yeah harmsie,
When we recently did the department of justice site here we had a lot of trouble getting past 800x600. And full flash too!
So we had to develop a full html version as well for accesibility reasons so that screen readers and people without access to flash websites etc etc could see it.
I think as long as you (can) provide options to users then that's the best way. But we all know time and budgets aren't always on our side hey...
