Photoshop Text BG

Is there a way of putting a background colour behind text on photoshop. So it would look like <span> or CSS - get what I mean?
I want an image as the page BG then white text on top, the text having a black BG, like a link hover BG would show for example.

Do your text in Illy, include it in PS as a Smart Object.
Photoshop is a bitmap editor - get it doing things like your asking and you may as well merge the two programs.
Not saying that wouldn't be a bad idea mind...

yeah I realise that. I'm no good on Illustrator, never used it infact. I'd normally use indesign. The printer im working with needs each double page as a tiff though, ot sure indesign will do that?

What you could do, it get it all correct in indesign, export as a hires pdf, rasterise it in photoshop and save out Tiffs. Be quicker for you in the long run if you're more used to inDesign.

if you're doing that I think you might want to include the a white block beneath everything that fills the page whitespace. not sure if there's a way to open PDFs in PS and lock to the page size rather than the artwork

in indesign style sheets, create a new style with paragraph rules, doesn't matter whether it's above or below. just make the offset so it runs through the type and set the stroke to the size of the type and change the color. you can export a tiff, or better yet and eps.
