No, this sounds like a poorly trained designer. Production can't get away with this kind of BS. Designers think nothing of it, because they don't have to make their stuff work in the real world.

1. Create a multi-page document in illustrator.
that option is quite handy when you need to show boss/client multiple options on logos, or various options etc...
save as : pdf, then show to the client.You don't need every file made to be ready for the printer.
my 2cent
(and using indesign for that matter is pure waste of time IMO)

I'm not a print guy, but I feel your pain. Here are some Photoshop ones that the layer name issue reminded me of.
People who never use shape layers for things like logos or things that will be scaled up.
Same thing only 10-fold for SMART OBJECTS!!!
Merging layers in PSDs for God knows what reason.
Rasterizing text or anything that doesn't need to be.

multiple options on one illustrator page is handy when you're only dealing with vector objects. but when your art director decides to create a 16 page layout with high resolution images is a nightmare. to make it worse it was on one fucking layer! grrrrrr....
- those kind of files just slow down the workflow too muchmonospaced
