Would anyone care to share some tips on the dragan effect? Steps to follow on photoshop or aperture!

would the Dragan effect be something like the over sharpening, of images often confused with HDR?
not sure what it is, but I'm curious now..

its been done in many ad campaings... but, many people still disagree on the extreme look....
