someone I don't know's computer shows up under "shared" in my finder window?
Does that mean something bad is happening?

They shouldn't be on my network. I don't want them on my network.
I have a password protected wireless network. These two mystery computers show up under "shared." Even if I turn my airport off, they are still there.

it has nothing to do with your "password protected wireless network."
it is your computer's wireless file sharing program (Bonjour, Samba, etc). it does need an "internet connection" to see these machines, just a broadcast signal. it is harmless, but you can curb it at the root level if you want to really.
