PDF for Screen+Print

I have to make a PDF for screen for mailing. I expect the end user will mainly have 15" monitors (old doctors on old PCs). Is there any set size these should be done to? (Pixels & inches - they will possible get printer from crappy office inkjets too).

A4 for print? 1024x768 for some shitty monitors? That's where I'd start.

Well the existing stuff is full bleed landscape, and some might not print the document so I just need everything to be fully viewable in the screen area. As long as it prints on an 8.5" x 11".
My ideal print size would be 8.5" x 6" and at 120dpi the screen size is 1020px x 720px. For some reason I can't process this stuff today. Just want to be at home with my puppies.
