what's the best way to digitize ink drawings?

I like using scanners.

uhh. scan them. sharpen them, select>color range (pick the white paper) OK, CTRL+Shift+ i (select inverse), copy, new document, paste, ctrl click layer to make selection, new layer, fill selection with black, delete old layer.

ya, after the scanning. just scanning it doesn't necessarily digitize the drawing. it's still technically on paper until you can separate it and manipulate the drawing different ways.
i should be more clear, it's mainly for inked outlines.

Depends what you want to do with it. brains described how to bring the outlines into a separate layer in Photoshop. You could also use the Live Trace function in Illustrator to convert it to a vector, or you could convert to vector by tracing it in Illustrator with the pen tool.

would want a vector. so the only options in illustrator are either the pen tool or live trace?

yes, use photoshop. I use the magic wand to get my colors/areas I want vectorized, and make work paths, copy that then paste in illustrator.
don't live-trace it - but you can retrace it with the pen tool if you want that smooth, glossed over feel.

nonsense. use Live Trace. tweak the settings and you can achieve results equal to a selection in photoshop.
