need a routing solution

THe company I work for is revising their site routing + review process. I need to find the following, any insight y'all can provide would be greatly appreciated.
I'm looking for something like basecamp or boomerang but stripped down... what I need is to be able to upload a mockup of the page in HTML (not just a screen grab or pdf - so it needs to be able to handle folder structures) Then have people provide comments, preferrably on the same page as the mockup - like same fancy "web 2.0" divs.
It can either be a hosted online solution or something that can be loaded onto a .net server.
I know I know "your best option is to have someone make it for you" but my IT/production department is too much of a pain in the ass to deal with for them to make it.
