Not to be a dick, but technically the lowest row cannot be random. It has to be built to fit within whatever width is alloted by the row above it and the ones to the side's of it.
It's a horrible hack job, but something like this perhaps:

start with the middle image and build around it... Take what is the tallest image on the top row, middle row and bottom row and xgrid it against how much space you have... You then be able to work out the scale you need to use
