Try tiling your symbol over a page in illustrator.
Then mess around with the 'twirl' settings to get a similar effect.
or slap the tiled pattern into potatoshop and use polar coordinates

My feeling is that it was probably done in some £15 programe or photoshop plugin called fractor or pattern designer.

Mm.. I put up an eps of this with normal dots for an NTer earlier this year.
Giz 5 minutes while I find it/work it through.

Ok, sorry to get your hopes up, but the spiral I did was different to yours.
You're after a fibonacci spiral, where the number of 'arms' increases the further you get away from the centre.
The one i did was a variant on that heisted Hirst artwork, which may still be of interest to you (though, probably not)

Well, I'm fucked if I know.
Turns out Hirst's 'Valium' was based on the Fibnoacci sequence.
As mine was a hand-made copy, rendered from the outside in, it falls apart the nearer to centre we go. The key, obviously, is to generate this mathematically - from the inside out.
I've had a dig around (I've made this a personal crusade this morning) but can't find a read-made script Illy JS or Scriptographer script.
All I have found is a postscript 'routine' (ooh, how 80s), which if you understand postscript, will be ideal. Trouble is, I don't.
Anyway, here it is..

That said, if you can get something in Illy to generate a single fibonacci spiral with points upon which you can hook your graphic objects, you could manually render this effect by duplicating, rotating, then deleting over-printed objects.
