kind of a newbie, but was wondering if anyone had any good solutions or a resource they could recommend to me about creating a page with css that can be somewhat easily updated by the client, such as a "news" section?

you won't create a page with CSS alone.
CSS styles XHTML elements.
Think of it like the XHTML elements are the bricks and mortar, CSS is the carpets, paint, light fittings etc etc....
Your best bet to start learning CSS / XHTML is to learn the box model first, sounds difficult maybe but you'll have it in 20 minutes maximum!

Then this list gives you all the styles you can apply and how to apply them:

Maybe try WordPress for a blog style site or as part of a site like news
Or if you are more brave try full cms systems like Drupal or Textpattern

sorry my terminology is a bit off. I know the basics of using css and xhtml. I guess I have in the past used xml and styled it with css for my own flash website, and only needed to update the xml file. Was looking for something like this maybe? I really know very little about xml so i dont know if that is much of a solution though.
